Empires, Post-Coloniality and Interculturality: The New Challenges for Comparative Education, presents some outcomes of the 25th Conference of the Comparative Education Society in Europe (CESE), held in Salamanca, in June 2012. The central aim proposed for the debates of the Conference revolves around an intellectual effort to re-think and re-direct the scientific discipline of Comparative Education based on the broad cultural trends that influence the internationalization and/or globalization of education. Reconsidering and/or re-thinking our discipline involves studying the influence exerted on it by three major international forces. First, empires, not so much in terms of discipline or governance but more related to cultural, technological and knowledge perspectives. This area addresses both historical process and contemporary circumstances and is expressed through networks, research programs, academic reform in universities supported by criteria of governance and efficiency, transnational mobility, and linguistic monopolies. Second, it is necessary to re-think the influence of post-colonialism in educational models and models of citizens’ education not only from the perspective of their impact on the curricular reorganization of education systems but also of their educational and sociocultural expression. Both forms were acclaimed both in the 19th century and the 20th century within different international geographic contexts. The third component of the discourse triangle is the reconsideration (not only historical) of the impact of migratory fluxes, or better said, of “cultural migrations”, and their relationship with the reordering of curricular and educational processes in both education systems and in the social framework. Education is now in a transition from “monoculture” to multiple cultures in the classroom. This publication is structured along four themes that illustrate the academic contributions to the Conference. The themes are as follows: I. From Empires, History and Memory: Comparative Studies of Education, II. Learning and Assessment Processes: an International Perspective, III. Transnational Education and Colonial Approach, IV. International Education: Comparative Dimensions.

This thesis discusses the challenges faced by the Jordanian government in adopting cloud computing services and assesses their impact on the implementation of these services in government institutions. The thesis starts by defining e-government and cloud computing and identifying potential challenges faced by the Jordanian government when transitioning to cloud computing services. The research methodology involved distributing a questionnaire to three local telecommunications companies that provide cloud computing services in Jordan to collect responses from industry experts on the identified challenges. The results showed that there were challenges with positive statistical significance that negatively impacted the adoption of cloud computing services and others with negative statistical significance that positively impacted the adoption of these services. The study findings can be attributed to the government's fundamental knowledge of cloud computing and its ability to handle the issues that hinder its successful implementation, including challenges related to performance, usability, and cost. The fact that the maintenance challenge was rated as the most significant challenge faced by the Jordanian government in using cloud computing, followed by the information security challenge, underscores the importance of safeguarding the assets and intellectual property of the users of these services. The thesis recommends several actions to promote the adoption of cloud computing services by the Jordanian government, including conducting a feasibility study, promoting awareness and offering training programs for government workers. Future work should involve expanding the thesis sample to include a greater number of companies both within and beyond Jordan and further investigating challenges impacting government organizations' adoption of cloud computing services beyond those addressed in this thesis.
تناقش هذه الرسالة التحديات التي تواجه الحكومة الأردنية في تبني خدمات الحوسبة السحابية وتقييم تأثيرها على تنفيذ هذه الخدمات في المؤسسات الحكومية. تبدأ الرسالة بتعريف الحكومة الإلكترونية والحوسبة السحابية وتحديد التحديات المحتملة التي تواجهها الحكومة الأردنية عند الانتقال إلى خدمات الحوسبة السحابية. تضمنت منهجية البحث توزيع استبيان على ثلاث شركات اتصالات محلية تقدم خدمات الحوسبة السحابية في الأردن لجمع ردود من خبراء الصناعة حول التحديات المحددة. أظهرت النتائج أن هناك تحديات ذات دلالة إحصائية إيجابية أثرت سلباً على اعتماد خدمات الحوسبة السحابية وأخرى ذات دلالة إحصائية سلبية أثرت إيجابياً على اعتماد هذه الخدمات. يمكن أن تعزى نتائج الدراسة إلى المعرفة الأساسية للحكومة بالحوسبة السحابية وقدرتها على التعامل مع المشكلات التي تعيق التنفيذ الناجح لها ، بما في ذلك التحديات المتعلقة بالأداء وسهولة الاستخدام والتكلفة. حقيقة أن تحدي الصيانة قد صُنف على أنه التحدي الأكبر الذي واجهته الحكومة الأردنية في استخدام الحوسبة السحابية ، يليه تحدي أمن المعلومات ، يؤكد أهمية حماية الأصول والملكية الفكرية لمستخدمي هذه الخدمات. توصي الأطروحة بالعديد من الإجراءات لتعزيز اعتماد خدمات الحوسبة السحابية من قبل الحكومة الأردنية ، بما في ذلك إجراء دراسة جدوى ، وتعزيز الوعي وتقديم برامج تدريبية للعاملين الحكوميين. يجب أن يشمل العمل المستقبلي توسيع عينة الأطروحة لتشمل عددًا أكبر من الشركات داخل وخارج الأردن ومواصلة التحقيق في التحديات التي تؤثر على اعتماد المؤسسات الحكومية لخدمات الحوسبة السحابية بما يتجاوز تلك التي تم تناولها في هذه الأطروحة.

هدفت الدراسة الى تحديد التحديات التي تؤثر في عمليات تداول الأوراق المالية الإسلامية في بورصة عمان، حيث تم استكشاف أثر كل من التحديات القانونية، والتحديات المتعلقة بخصائص الأدوات المالية، والتحديات المتعلقة بالرقابة الشرعية، والتحديات المتعلقة بالإمتثال للمتطلبات الشرعية، والتحديات المتعلقة بعمليات السوق، والتحديات المتعلقة بالكفاءة المهنية في عملية تداول الأوراق المالية الإسلامية في بورصة عمان، وتشكل مجتمع الدراسة من جميع العاملين في بورصة عمان، والعاملين في مكاتب وشركات الوساطة المالية، والعاملين في إدارة المحافظ الإستثمارية في المصارف الإسلامية العاملة في الأردن، وهي (البنك الإسلامي الأردني، والبنك العربي الإسلامي الدولي، وبنك صفوة الإسلامي، وبنك الراجحي)، ولتحقيق أهداف الدراسة تم إتباع المنهج الوصفي التحليلي، وذلك من خلال إعداد إستبانة تم توزيعها على عينة مكونة من (128) مستجيباً ، تم استعادة (116) استبانة، كان منها (105) صالحة للتحليل، وتم تحليل البيانات باستخدام إختبار (ت) للعينة الواحدة One Sample t-test .
وقد توصلت الدراسة الى وجود مجموعة من التحديات المؤثرة في تداول الأوراق المالية الإسلامية في بورصة عمان، حيث أشارت نتائج التحليل الى أن عمليات السوق والكفاءة المهنية تعتبر من أبرز التحديات المؤثرة في تداول الأوراق المالية الإسلامية في سوق بورصة عمان، فيما أشارت النتائج الى عدم تأثير كل من التحديات القانونية، والتحديات المتعلقة بخصائص الأدوات المالية، والتحديات المتعلقة بالرقابة الشرعية، والتحديات المتعلقة بالإمتثال للمتطلبات الشرعية في عملية تداول الأوراق المالية الإسلامية في بورصة عمان.
وبناءاً على هذه النتائج خرجت الدراسة بمجموعة من التوصيات، منها: ضرورة عمل هيئة الأوراق المالية على تنمية وتطوير مهارات موظفيها، وذلك من خلال عقد الدورات التدريبية وورش العمل، بالاضافة الى تطوير إطار الحاكمية المؤسسية المرتبط بهيئات الرقابة الشرعية وعلاقتها بالمؤسسات المالية بما يضمن الإستقلالية والشفافية لهذه الهيئات، كما على المؤسسات المالية المصدرة للأدوات المالية الإسلامية العمل على تنمية معارف موظفيها في الامور الفقهية والشرعية والعمل على تطوير الأدوات المالية الإسلامية لتتماشى مع متطلبات العصر.
The study aimed at identify the challenges affecting Islamic securities trading in in the Amman Stock Exchange (ASE), where the study explored the impact of the legal obstacles, obstacles related to characteristics of financial instruments, obstacles related to Shari'a supervision, challenges to compliance with Shari'ah requirements, obstacles related to market operations, and obstacles related to professional competence on the Islamic securities trading in the Amman Stock Exchange. Study population is composed of all employees of the Amman Financial Market, employees of brokerage firms and companies, and investment portfolio managers in Islamic banks operating in Jordan. To achieve the objectives of the study a questionnaire was developed related to the subject of the study based on the previous studies and was distributed to the study sample in order to test its hypothesis, using the One Sample t-test, the questionnaire have been distributed to a sample of (128) Tax Estimators a total of (116) questionnaires were recovered, (105) of which were valid for analysis.
The study found a number of obstacles to the trading of Islamic securities in the Amman Stock Exchange, where the results of the analysis indicated that the market operations and professionalism are the most important obstacles of trading Islamic securities in the Amman Stock Exchange, the results also indicated that there are no legal obstacles, obstacles related to characteristics of financial instruments, obstacles related to Shari'a supervision, challenges to compliance with Shari'ah requirements of trading Islamic securities in the Amman Stock Exchange.
Based on the result s of this study, it could be introduced a number of recommendations, the most important are: The necessity of the Jordan Securities Commission to develop the skills of its employees, Through holding workshops and training courses, In addition to development of the framework of corporate governance linked to the supervisory bodies and their relationship with financial institutions to ensure the independence and transparency of these bodies, the financial institutions exporting Islamic financial instruments should also work to develop the knowledge of their employees in matters of jurisprudence and Shari'a and to work on the development of Islamic financial instruments in line with the requirements of the times.
