تعد الجريمة احدى الظواهر المهمة التي تمت دراستها على المستوى العالمي، واجتهد المهتمون من مخططين ومعماريين للسيطرة على هذه الظاهرة لغرض تحقيق الامن. ومما يجعل دراسة ظاهرة الجريمة فيها ذات قدر عال من الاهمية ولاسيما ضمن نطاق المجتمعات السكنية عالية الكثافة كمخيمات الاجئين لتأثير تلك الظاهرة على سلوك الانسان فيها واحساسه بالامن. يوكد هذا البحث أن هنالك علاقة بين التصميم الحضري لمخيمات اللاجئين ونسبة الجرائم فيها، اذ يرتفع مستوى احساس السكان بالامان في بيئة مخيمات الاجئين كلما كانت اكثر تنظيمًا على المستوى التصميمي وذلك للحد من ظاهرة الجريمة، وحسب المحددات الاجتماعية لتلك البيئة .
ان الهدف الأساس لهذه الرسالة هو دراسة موضوع البيئة المبنية والجريمة في المخيمات مخيم الزعتري كحالة دراسية ،اذا بلغت الجرائم المسجلة لعام 2014 حوالي 742جريمة في المخيم ، اي ان الهدف هو التركيز على الدورالذي يلعبه التصميم الحضري والسياسات التخطيطية في تحقيق بيئة امنة خالية من الجريمة وقد اعتمد الباحث على المنهج الوصفي التحليلي في جمع وتحليل البيانات .
و يسٌعى الباحث من خلال هذه الرسالة إلى الوصول إلى دور التصميم الحضري والسياسات التخطيطية في تحقيق بيئة امنة وخفض معدلات الجريمة في مخيمات اللاجئيين بالاضافة الى تطوير استراتيجيات لتحسين الوضع القائم في المخيمات من خلال التخطيط المتوازن لعناصر البيئة المبنية التي تلعب دور مؤثر في التحكم بنسب الجريمة في تلك المخيمات .
وقد افرزت النتائج التي خلصت اليها الدراسة الى إنشاء نموذج تصميمي مقترح لمخيمات اللاجئيين يتضمن آليات واضحة لتحقيق الامن و الحد من معدلات الجريمة والمتضمنة مؤشرات للمعالجات التصميمية اذ ان هذه الآليات توفر للمصمم اصول عمل تعينه على ابتكار الحلول الملائمة لكي تصبح بيئة مخيمات الاجئين اكثر امانا لمستخدميها.
The crime is one of the important phenomena that has been studied at the global level, and those interested in planning and architects have tried to control this phenomenon for the purpose of achieving security. The study of the phenomenon of crime is very important, especially within the scope of high density residential communities such as refugee camps because of the impact of this phenomenon on human behavior and sense of security. This research confirms that there is a link between the urban design of the refugee camps and the proportion of crime in them.
The main objective of this thesis is to study the built environment and crime in the camps. Zaatari camp as a case study. The recorded crimes for 2014 reached 742 crimes in the camp, the objective is to focus on the role played by urban design and planning policies in achieving a safe environment free from crime. The researcher relied on descriptive analytical methodology in the collection and analysis of data.
Through this thesis, the researcher seeks to reach the role of urban design and planning policies in achieving a safe environment and reduce the crime rates in refugee camps, as well as developing strategies to improve the situation in the camps through balanced planning of elements of the built environment that play an influential role in controlling crime rates.
The findings of the study have led to create a proposed design model for refugee camps that includes clear mechanisms for achieving security and reducing crime rates, including indicators of design treatments. These mechanisms provide the designer with the necessary work resources to create appropriate solutions to make the refugee camp environment safer for its users.
