تهدف هذه الدراسة الى استكشاف المحددات الأساسية للنمو الاقتصادي في الدول العربية وذلك لتسليط الضوء على المحددات الأكثر فعالية. استخدمت الدراسة بيانات السلاسل الزمنية المقطعية لاثنتي عشرة دولة عربية خلال الفتره من 1998 الى 2017. كان بعض متغيرات الدراسة مستقرا على المستوى والبعض الآخرغير مستقر، ولكن المتغيرات غير المستقره اصبحت مستقرة بعد أخذ الفرق الأول لها. كما تم اجراء اختبارات التكامل للنماذج ووجدت أنها تكاملية. لذلك تم استخدام نموذج المربعات الصغرى العادية المعدلة(FMOLS) للتقدير، والذي أظهر أن لمعدل نمو القوى العامله واجمالي التكوين الرأسمالي الثابت والانفتاح التجاري والحرية الاقتصادية والاستقرار السياسي ونوعية التشريعات وفعالية الحكومة علاقة ايجابية ملحوظة احصائيا مع النمو الاقتصادي للدول العربية خلال فترة الدراسة. كما وجدت الدراسة أن فعالية الحكومة هي أكثر العوامل تأثيرا على النمو الاقتصادي للدول العربية المصدرة للنفط، بينما نوعية التشريعات كانت أكثر العوامل تأثيرا على النمو الاقتصادي للدول العربية غير المصدرة للنفط. أوصت الدراسة أنه يجب على الحكومات العربية حتى تقوم برفع أدائها الاقتصادي أن تشجع وتزيد الاستثمار في رأس المال المادي والبشري، وأن تركز على تصنيع وتصدير السلع التي تمتلك ميزة نسبية فيها، وأن تنوع انتاجها، وتدعم سلطة القانون، وأن تشجع التماسك الوطني والتعايش السلمي والذي يضمن الاستقرار السياسي والاجتماعي..
TThis study aims at exploring the main determinants of economic growth in selected Arab countries by shedding light on the most effective determinants. The study uses panel data for twelve Arab countries over the period from 1998 to 2017. Some of the study variables are stationary at level and the others are not, but the non-stationary variables became stationary after taking the first difference. Kao and Pedroni Panel Cointegration tests showed that the models were cointegrated. Therefore, Fully Modified OLS (FMOLS) model was applied for estimation, which revealed that labor force growth rate, gross fixed capital formation, trade openness, economic freedom, political stability, regulatory quality, and government effectiveness were significantly and positively related to economic growth of selected Arab countries over the study period. The study also found that government effectiveness was the most effective factor on the economic growth of Oil-Exporting Arab countries, while regulatory quality was the most effective factor on the economic growth of Non-Oil-Exporting Arab countries. The study recommends that in order to boost the economic performance, Arab governments need to promote and increase investments in fixed and human capital, focus on manufacturing and exporting goods where comparative advantage is existed, diversify their production, enhance the rule of law, and encourage the national cohesiveness and peaceful coexistence that ensure political and social stability.
