The study aims to provide a developing electronic work procedures to enhance the quality of education in Jordanian universities. To achieve the objectives of the study, the Author used the descriptive and the analytical approaches the data was collected by using a questionnaire was distributed to the original community of study, which reached (461) administrative academics, faculty members and administrative staff in a number of Jordanian universities, The Author tested its hypotheses and extracted the results. And he analyzed the most important documents related to the subject of the study, which is an important step in reaching a result that serves the purpose for the study (the Jordanian Higher Education and Universities Law for the year (2018) and their amendments, the detailed plan of the National Strategy for Development Of Human Resources 2016-2026, decisions taken by the Higher Education Council and the Ministry of Higher Education and Scientific Research, accreditation instructions and standards issued by the Higher Education Accreditation Commission, in addition to a number of Jordanian universities ’plans for distance learning during the Corona pandemic). The study came out with a number of results where the field of using technology in education got an overall average of (3.71 out of 5), with (very high) ratings, and the field of e-learning controls also got an overall average of (3.40), with (medium) ratings. The fields of structuring infrastructure and services in universities and the field of global e-learning achieved an overall average of (3.36), while the field of program quality was the general average value (3.32), and the arithmetic average value for the field of continuity and survival of the institution was (3.31). The value for the field of supplying the competencies for the labor market (3.28), all of which are (average) estimates. In light of the results of the study, a number of recommendations were presented, the most important of which was the necessity to provide an appropriate educational structure to implement the e-learning method in Jordanian universities and to remove all human, material and technical obstacles that prevent its spread in the educational sector in various stages and fields in order to keep pace with all developments in a way that enables universities and the elements of the educational equation from optimizing technology and harnessing it for e-learning service,
especially in exceptional circumstances.
هدفت الدراسة إلى تقديم إجراءات محسنة للعمل الإلكتروني لتعزيز مفهوم الجودة في الجامعات الاردنية ، ولتحقيق أهداف الدراسة استخدم الباحث المنهج الوصفي التحليلي في جمع المعلومات من خلال استخدام أدوات كانت متمثلة بالاستبانة التي وزعت على المجتمع الأصلي للدراسة والذي بلغ (٤٦١) من الأكاديميين الإداريين وأعضاء هيئة التدريس والموظفين الإداريين في عدد من الجامعات الأردنية، قام الباحث بتحليل فقراتها التي مثلت أثر متغيرات الدراسة واختبار فرضياتها واستخراج النتائج، كما قام الباحث بتحليل أهم الوثائق المتعلقة بموضوع الدراسة التي تعتبر خطوة مهمة في الوصول إلى نتيجة تخدم سبب الدراسة (قانون التعليم العالي والجامعات الأردنية لعام (2018) وتعديلاتهما الخطة التفصيلية للاستراتيجية الوطنية لتنمية الموارد البشرية 2016-2026. والقرارات التي اتخذها مجلس التعليم العالي ووزارة التعليم العالي والبحث العلمي وتعليمات ومعايير الاعتماد الصادرة عن هيئة اعتماد مؤسسات التعليم العالي ، وخطط عدد من الجامعات الأردنية للتعلم عن بعد خلال جائحة كورونا).
خرجت الدراسة بعدد من النتائج حيث حصل مجال استخدام التكنولوجيا في التعليم على متوسط كلي بلغ (3.71 من 5)، بتقديرات (عالية جدا)، كما حصل مجال ضوابط التعلم الإلكتروني على متوسط كلي بلغ (3.40)، بتقديرات (متوسطة)؛ وقد حصل مجالي إنشاء البنية التحتية والخدمات في الجامعات و مجال التعلم الإلكتروني العالمي على متوسط كلي بلغ (3.36)، أما مجال جودة البرامج فكانت قيمة المتوسط العام (3.32) وكانت قيمة المتوسط الحسابي لمجال استمرارية المؤسسة وبقائها تبلغ (3.31)، أخيرا بلغ متوسط القيمة لمجال رفد الكفايات اللازمة لسوق العمل (3.28)، وجميعها بتقديرات (متوسطة).
وفي ضوء نتائج الدراسة تم تقديم جملة من التوصيات كان اهمها ضرورة توفير بنيه تعليمية ملائمه لتطبيق اسلوب التعليم الإلكتروني في الجامعات الاردنية وإزالة كافة المعوقات البشرية والمادية والفنية التي تحول دون انتشاره في القطاع التعليمي بمختلف المراحل والمجالات وذلك لمواكبة جميع التطورات بشكل يمكن الجامعات وعناصر المعادلة التعليمية من استغلال التكنولوجيا بالشكل الأمثل وتسخيرها لخدمة التعليم الإلكتروني خاصة في الظروف الاستثنائية.
