ظهر مفهوم الحكومة الإلكترونية في منتصف التسعينيات من القرن العشرين ليعلن عن حقبة جديدة من أشكال الحكومات. منذ ذلك الوقت تسابقت الدول بتبني وتنفيذ الحكومة الإلكترونية بطرق ومستويات مختلفة، ليظهر مفهوم تقييم الحكومة الإلكترونية لتمكين الحكومات من مراقبة تقدمها، وتوجيهها في مساعيها التنموية في المرحلة القادمة.
يمكن تصنيف الأعمال الحالية لتقييم تطور الحكومات الإلكترونية إلى ثلاث فئات رئيسية: الأساليب القائمة على التصنيف، والأساليب القائمة على إطار العمل، والأساليب القائمة على الترتيب. لذا من المستحسن أن تتبع طريقة تقييم الحكومة الإلكترونية نهجًا شاملاً يركز على جوانب الإدارة العامة بأكملها.
يقدم هذا العمل نموذجا لتصنيف مستوى تطور الحكومة الإلكترونية يدعى "Que Model" لتقييم حكومة إلكترونية ما بناءً على مجموعة محددة من عشرين مؤشرا لتدل على مستويات محددة من التطور مقسمة الى ست مستويات. وبالتالي يمكننا معرفة الأهداف التي تم تحقيقها بالفعل لغاية الآن، ونقاط الضعف، والخطوات المطلوبة للتطور الى المستوى الاعلى.
تم إجراء مقارنة بين النموذج المقدم "Que Model" وبين تقارير الأمم المتحدة لتطور الحكومة الإلكترونية (EGDI)، وأيضا تم إجراء مقارنة بين النموذج المقدم "Que Model" وبين تقرير الـ Economist (The 2018 Government E-Payments Adoption Ranking)، وذلك كونهما الركائز الأساسية في هذا المجال. علاوة على ذلك تم إجراء مقارنة ومناقشة النموذج المقدم مع التصنيف العالمي للجامعات في تخصص تكنولوجيا المعلومات، لتقديم نظرة أخرى حول سلامة النتائج المقدمة.
The concept of e-Government was introduced to the public in mid 1990s announcing a new era of governance. Since then; countries adopted and implemented the new model of government in various ways and levels. The concept of e-Government evaluation was introduced to enable governments to both monitor their progress and to guide them in their endeavor in the coming stage of development.
The existing works to evaluate the growth of e-Governments can be categorized into three main categories: Classed-based methods, Framework-based methods, and Rank-based methods. However; it is desirable for an e-Government evaluation method to follow a comprehensive approach that focuses on entire public administration’s aspects.
A universal Class-based model is presented, called ‘Que Model’, to evaluate a given e-Government based on a pre-defined set of twenty one indicators mapped to corresponding classes of growth levels. The presented model is a versatile model that provides an informative result, since it classifies a given e-Government into a certain class amongst six given possible classes. Hence; we can tell its level of growth including already accomplished goals, weakness points, and required steps to grow further.
The ‘Que Model’ was validated in various ways to show its soundness. A comparison using the correlation with the works of the UN and the Economist was conducted, since they are the main pillars in the field. Moreover; another comparison and discussion was made for the ‘Que Model’ with the global ranking of higher education technology institutions, to provide another insight about the presented ‘Que Model’ results soundness.
