This is volume 1 of a three-volume final report which thoroughly describes, synthesizes and analyzes the results of the four-year Integrated Research Project CIRCE – Climate Change and Impact Research: Mediterranean Environment, funded by the EU 6th Framework Programme. Conducted under the auspices of the National Institute of Geophysics and Volcanology in Rome, Italy, CIRCE was designed to predict and to quantify the physical impacts of climate change in the Mediterranean, and to assess the most influential consequences for the region’s population. This volume incorporates the first two parts of the report, reviewing current knowledge of observed climate variability and trends in the Mediterranean, and including descriptions of available temperature and precipitation station and gridded data sets. Part 1 deals with analyses of the physical aspects of climate change in the Mediterranean, assessing possible changes under greenhouse concentration scenarios, estimating uncertainties, detecting and attributing past and present changes, understanding mechanisms and evaluating their relevance in the problem of climate change. Part 2 offers an overview of water resources, and reviews the impacts of climate change on the hydrological cycle of the region. Volume 2, subtitled Agriculture, Forests and Ecosystem Services and People comprises Parts 3 and 4 of the report. These focus respectively on ecosystem services and socio-economic impacts of climate change in the Mediterranean region. Volume 3 presents case studies performed in CIRCE, representing urban, rural and coastal environments and drawn from the north and the south of the Mediterranean shore. Regional Assessment of Climate Change in the Mediterranean represents a research initiative of unprecedented size and scope. Each volume is carefully constructed to stand alone, offering a wealth of information and insight. Beyond its own significant value, the report is expected to contribute to a rapidly expanding body of research and analysis on the topic.

Climate Change and Water Governance presents the results of several years’ research focusing on adaptive capacity and water governance in two widely-separated regions of the globe, namely the Swiss Alps and the Chilean Andes. The two regions share many similarities in hydrology and water resources: shifting precipitation patterns, highly variable winter snow pack and receding glaciers, resulting in changing seasonality and amounts of runoff that will subtly modify water availability and water use. As climate change is likely to amplify trends in surface run-off, the author investigates whether adaptive capacity in these two regions is sufficiently robust to respond to a situation which has never been experienced to date. The book presents detailed case studies examining the Rhône Basin in the Canton Valais, Switzerland and the Aconcagua Basin in Valparaiso, Chile. In order to understand and assess the interplay of complex and interlinked environmental and socio-economic issues, the author looks beyond the technology, modelling, engineering and infrastructure associated with water resources management and climate change adaptation, to assess the decision-making environment within which water and adaptation policy and practices are devised and executed. Using these insights, the author introduces, tests and enhances an indicator framework for the assessment of adaptive capacity. The aim is to help readers better understand the adaptive processes that allow the regimes governing water resources to respond to new shocks and changes in the hydrological system, in order to build more resilient water governance systems that can bend, but not break, in the face of new and unexpected challenges.

This book presents a foundation for studying the micro-behavioral economics of global warming. The author develops an empirical model, named the Geographically-scaled Microeconometric model of Adapting Portfolios (G-MAP) in response to climatic changes and risks. The G-MAP model is applied to observed decisions of agricultural and natural resource enterprises in Sub-Saharan Africa and South America. The author describes the five applications of the model: the G-MAP animal species, the G-MAP agricultural systems, the G-MAP natural resource enterprises, the G-MAP climate risk, and the G-MAP public adaptations. The micro-behavioral economics of global warming and the G-MAP models are evaluated against the three alternative modeling traditions:  The first is the Agro-Economic Models (AEM) based on crop simulations of selected crops under elevated CO2 conditions; The second is a family of econometric studies of grain yield changes caused by yearly weather fluctuations; The third is the Agro-Ecological Zone (AEZ) method hinged crucially on the AEZ classifications of ecosystems. The author offers a refreshing look at the traditional economics of global warming, unraveling a broad array of adaptation strategies adopted by managers of agricultural and natural resource enterprises in Sub-Saharan Africa and South America. The book demonstrates that the micro-behavioral economics dynamically integrates multiple disciplines in a cohesive way - including economics, psychology, climate science, ecosystem studies, agronomy, and animal science - into the decision-making framework of an individual agent. The G-MAP models provide a guide map of adaptation strategies for the humanity’s enduring journey of battling global climatic changes in this century and beyond.

Commissioned by the Intergovernmental Meeting (IGM) of the Asia-Pacific Network for Global Change Research (APN), this book offers a detailed survey of the current status of climate change and climate variability in the Asia-Pacific region, a thorough and thoughtful assessment of climate and security and clear recommendations on the best paths of climate research in the future.   The opening chapter addresses current understanding of the interactions between climate, natural ecosystems and human communities across Asia and the Pacific. This volume details research underpinning the ‘Coastal Simulator’ developed by the Tyndall Centre for Climate Change Research. The Simulator provides a framework to analyze long term coastal evolution taking account of all the relevant factors. These include the uncertain future climate and other conditions, such as land use change and allows evaluation of diverse management responses. Coastal zones exemplify the environmental pressures we face: their beauty attracts settlement, they offer potential for diverse economic activities, and they are sensitive natural habitats for important species, as well as providing a range of ecosystem services. They are also extremely vulnerable to the vicissitudes of climate change, which include rising sea levels and changes in extreme events such as storms. With large populations living in coastal and estuarine cities facing the ongoing threat of inundation, coordinated management is essential, especially as coastal zones form a linked system in which piecemeal, uncoordinated management could be counterproductive. The Simulator’s current detailed application to the Norfolk coast goes from global climate modelling and broad socio-economic change to the details of evolving coastal habitats, coastal erosion and coastal flood risk and their societal implications. This framework reflects the work of a multi-disciplinary team of key players who analysed these diverse factors in a coherent and integrated manner. The book offers a compelling synthesis of the lessons learned so far at national and international levels, drawing on the expertise of policy makers as well as respected figures in the field.

Beginning with an overview of data and concepts developed in the EU-project HABIT-CHANGE, this book addresses the need for sharing knowledge and experience in the field of biodiversity conservation and climate change. There is an urgent need to build capacity in protected areas to monitor, assess, manage and report the effects of climate change and their interaction with other pressures. The contributors identify barriers to the adaptation of conservation management, such as the mismatch between planning reality and the decision context at site level. Short and vivid descriptions of case studies, drawn from investigation areas all over Central and Eastern Europe, illustrate both the local impacts of climate change and their consequences for future management. These focus on ecosystems most vulnerable to changes in climatic conditions, including alpine areas, wetlands, forests, lowland grasslands and coastal areas. The case studies demonstrate the application of adaptation strategies in protected areas like National Parks, Biosphere Reserves and Natural Parks, and reflect the potential benefits as well as existing obstacles. A general section provides the necessary background information on climate trends and their effects on abiotic and biotic components. Often, the parties to policy change and conservation management, including managers, land users and stakeholders, lack both expertise and incentives to undertake adaptation activities. Beginning with an overview of data and concepts developed in the EU-project HABIT-CHANGE, this book addresses the need for sharing knowledge and experience in the field of biodiversity conservation and climate change. There is an urgent need to build capacity in protected areas to monitor, assess, manage and report the effects of climate change and their interaction with other pressures. The contributors identify barriers to the adaptation of conservation management, such as the mismatch between planning reality and the decision context at site level. Short and vivid descriptions of case studies, drawn from investigation areas all over Central and Eastern Europe, illustrate both the local impacts of climate change and their consequences for future management. These focus on ecosystems most vulnerable to changes in climatic conditions, including alpine areas, wetlands, forests, lowland grasslands and coastal areas. The case studies demonstrate the application of adaptation strategies in protected areas like National Parks, Biosphere Reserves and Natural Parks, and reflect the potential benefits as well as existing obstacles. A general section provides the necessary background information on climate trends and their effects on abiotic and biotic components. Often, the parties to policy change and conservation management, including managers, land users and stakeholders, lack both expertise and incentives to undertake adaptation activities. This book is the result of a team of approximately 100 scientists and resource managers who worked together for two years to understand the effects of climatic variability and change on water resources, fisheries, forest vegetation, non-forest vegetation, wildlife, recreation, cultural resources and ecosystem services. Adaptation options, both strategic and tactical, were developed for each resource area. This information is now being applied in the northern rocky Mountains to ensure long-term sustainability in resource conditions. This book aims to provide case studies and a general view of the main processes involved in the ecosystem shifts occurring in the high mountains, and to analyse the implications for nature conservation. Although case studies from the Pyrenees are preponderant, conclusions are aimed at any mountain range surrounded by highly populated lowland areas. The chapters give emphasis to approaches from environmental geography, functional ecology, biogeography, and paleoenvironmental reconstructions. The introductory and closing chapters summarize the main challenges that nature conservation may face in mountain areas under the environmental shifting conditions. This interdisciplinary book will appeal to researchers in mountain ecosystems, students and nature professionals. This book is open access under a CC BY license.

<P><EM>Mountain Timberlines </EM>is published as part of the broad area of research on the changing global climate and its impact on the environment. The upper timberline is the most conspicuous vegetation limit in high-mountain areas of all continents and islands, except for the Antarctic. The dynamics of timberline establishment and maintenance is being affected by global warming in a number of ways. From a global view point, the present timberline is far from being caused only by the current climate, but instead reflects also history of climate, human impact and local site conditions. It is the objective of the book to highlight the physiognomic and ecological variety of mountain timberlines as well as their regionally and locally varying heterogeneity and temporal dynamics thus giving a complex view of the global timberline pattern.</P> <P></P> <P>After an introduction into the complexities of the subject, the history and present state of timberline research are outlined. Chapters on the tree species at timberline and on the relationship of timberline elevation to marcroclimate, climate character and the mass-elevation effect follow. The main chapter deals with the physiognomic and ecological differentiation of altitudinal timberlines, in particular with the timberline controlling physical and biological factors, their interactions and their influence on the spatial structures and temporal dynamics in the timberline ecotone. Also, the feedbacks of trees and tree stands on the timberline environment are considered. This is the base for understanding the response of timberlines to climatically driven changes, which are considered in the last chapters.</P>
